It’s good that the apartment owner thought of creating an outdoor staircase to help the tenants escape to the outdoors safely in the event of a fire. It’s bad that the apartment owner didn’t complete the project and left a five-foot-wide gap between one portion of the staircase to the next.

What, does the owner expect their tenants to double-jump across the gap? Or do you have to break into the apartment unit next to the staircase before reaching the other end for safety?
