In cafes, there is as such no requirements to maintain silence in consideration of people who might be doing work there.

She feels that these parents have no need to be embarrassed by their children’s cries and that they should be ashamed of themselves. The author of the tweet maintains that the crying of a baby at a café should be normalized as there is essentially nothing wrong with it owing to the fact that a cafe is a place to socialize and enjoy the company of other people.
