We don’t know for certain what took place before the OP snapped this picture. However, we’re going to assume the worst. The traffic on one end of the four-way intersection was jammed. But instead of waiting for traffic to unjam, people continued trying to drive in that direction anyway.

What does it matter if their car is blocking the entire intersection? The person in front of me did it, so why can’t I? The more people think like this, the longer the traffic jam becomes, and the longer everyone suffers. Don’t be the guy who tries to take advantage of a jammed intersection.
